 Strategic Procurement

Across the public sector there is pressure to deliver better value and effective procurement can deliver significant savings.  The Public Contract Regulations 2006 that came into force on 31 January 2006 provide the framework for public procurement. The guidance issued by the European Commission in August 2006 suggests that the procurement of services currently exempt from the Public Contracts Regulations 2006 should comply with the legislation if the purchasing organisation believes that there is a market .Although any public sector procurement exercise must comply with the legal requirements, in our experience the process doesn’t always achieve best value.

Contracting Process

To ensure we achieve best value, it is important that the process is based upon a clearly defined outcome or output based service model or specification.  In addition we need to use the service model as the basis for evaluation and contract management.
